Pretty much what other people are saying, there are 2 different standards for the plugs, 4 prong or 3 prong and it is much more economical to allow the end user to attach the cord than to have to build 2 separate models and then hope the user picks up the correct model. Also if you happen to pick up the wrong cord it's much easier to return and exchange it rather than the entire dryer.
As long as the dryer cord itself is rated for 30 amps, be it in 3 or 4 prong form and making sure the breaker/wire is the same. If the wires coming out of the panel/junction box is 4 wires, it needs to be 30 amps for an ELECTRIC dryer. Same as if it was 3 wires.
